Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from various governments. Immense energy is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.
Continuous Dangers
Soon after, a automatic firearm engaged a aerial vehicle close by, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, certainly, persist.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a entire defensive failure until conditions improve in its favour.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
